Some doctor completely over reacted and told you wrong. The treatment for paraphimosis is to pull the skin forward again. It may require application of ice, squeezing the head a bit. In very extreme case a small incision can be made in the skin to help pull it forward again. Circumcision is completely out of line for something like that.

How about cutting off your clitoral hood and inner labia? I suppose you wouldn’t mind that. Hoodectomies are commonly performed on girls in the Middle east for “hygiene” – the same reason cited to justify male circumcision.
